Martin Treacy
Martin Treacy
Martin has a BSc and a Postgraduate Degree in Environmental Planning with Urban Regeneration, City/Urban, Community and Regional Planning; and an MSc in Construction Management; and is a Senior Manager with 20+ years’ experience of working on major projects in the UK and internationally.
A substantial proportion of his career has been spent working in the rail sector undertaking key professional roles in developing and delivering highly technical and complex engineering projects for a range of clients in both the public and private sector.
Martin has provided programme and project management services; advisory services to Executive and technical teams; undertaken review and recovery of poorly performing projects; and is highly adept with complex stakeholder engagement.
David Williams
David has 40 years’ experience in the construction industry with client organisations / consultant practices and with building, civil engineering and communication contractors in various roles.
David’s wide range of experience includes both pre and post contract roles, project management, project development, estimating, preparation of procurement documentation, evaluation of claims, contractual advice, contract administration and risk analysis.
Paul Mooney
Paul is an experienced risk and planning consultant adept at establishing and managing master schedules for major programmes; and assessing the constituent programme risks and putting forward robust mitigation measures to prevent the risks being realised and corrective actions for issues.
More recently, Paul has been providing services to the Coventry City Council VLR programme.
Matt Niblock
Matt has amassed 26 years of industry experience and provides BIM consultancy services to several industries including rail, metro, structures, civil & telecoms.
Matt is a BIM Manager / Coordinator and is conversant with the ISO19650 and PAS1192 suite of the BIM standards, Projectwise, undertakes clash detections and runs IDR/IDC meetings. In-depth knowledge of multiple modelling software and has modelled multiple 3D bridges.

Annabelle Briscall
Annabelle is a Senior Management Consultant with over 20 years’ of experience working on the transformation and change elements of major projects internationally in both the public and private sectors.
A significant portion of her career history has been working in a management and advisory capacity, providing strategic services to a range of clients including UK and Australian governments, rail franchises, defence organisations and several international management and engineering consultancies.
Michael Pelling
Michael is an experienced Manager and Engineer in both operational and engineering fields. He has strong all-round leadership skills with high level of management success in both Rail and Telecommunications sectors.
More recently Michael has been involved with concept, preliminary and detailed design for the Light Rail Transit systems being deployed as part of the Birmingham tram extension projects in conjunction with Midland Metro Alliance.
